Typology and Characteristics of Residential Welfare Services for Older Adults in Korea

Abstract
As one of the major challenges to address rapid population aging, establishing affordable and flexible choices of housing for older adults has become an important part of welfare system for older adults in many developed countries. In Korea, the needs for establishing and expanding various types of senior housing is an urgent policy imperative given the dire housing environment for poor elders. This study aimed at illuminating a comprehensive picture of current state of residential welfare for older adults. Specifically, we attempted to present a typology of housing welfare services and programs for older adults based on relevant laws, income eligibility, a level of care needs. Major types of existing elderly housing are classified into (1) home based service, (2)public rental housing, (3) service-linked or supportive housing for older adults, and (4) residential facilities. Main characteristics of each type were described and implications for policy and program development in housing welfare for older adults were discussed.
